للمرخص له بإنشاء شبكة للاتصالات ، الاتفاق مع مرخص له آخر على
استخدام مسارات شبكته بمقابل عادل يتفقان عليه .
فإذا تعذر الاتفاق ولم يكن هناك بديل آخر يعرض الأمر على الجهاز لإصدار قرار
نهائى فى هذا الشأن .
