يجوز - عند الحاجة - للمرخص له بإنشاء شبكة اتصالات أو بتقديم
خدمة اتصالات استخدام مكونات شبكة أو خدمة اتصالات خاصة بمرخص له آخر ، وذلك
وفقا لما يتفقان عليه من قواعد وبمقابل عادل .
فإذا تعذر الاتفاق يعرض الأمر على الجهاز لإصدار قرار نهائى فى هذا الشأن .
