تسرى أحكام هذا القانون على موانى الصيد والتعدين والبترول والسياحة وغيرها من الموانى ذات الطبيعة التخصصية الواقعة على السواحل المصرية.
ويصدر بتحديد هذه الموانى، وكذلك الشروط والإجراءات اللازمة لإنشاء تلك الموانى قرار من رئيس الجمهورية بناء على عرض وزير النقل والمواصلات بالتنسيق مع الجهات المعنية.
