يحظر بغير ترخيص سابق من وزارة التموين التعامل فى ورق الجرائد سواء كان على شكل لفات أو رزم أو أفرخ أو دشت أبيض.
كما يحظر على أصحاب الصحف والمسئولين عن إدارتها أن يستخدموا ما يسلم إليهم من كميات الورق لطبع صحفهم فى غير هذا الغرض ما لم يحصلوا على ترخيص بذلك من وزارة التموين.
