يجب على كل من حصل بترخيص خاص على الغزل للوفاء بتعهدات معينة أن يرد إلى الجهة التى استلمه منها كميات الغزل التى لم تستخدم أو لا يتوقع استخدامها فى الأغراض التى صرف من أجلها وذلك فى خلال أسبوع من تاريخ تنفيذ التعهد أو من تاريخ إخطاره من الجهة المتعهد لها بالغاء التعهد كله أو بعضه.
