يستولى من إنتاج مصانع الغزل المحلية ومن الغزل المستورد على كميات غزل القطن التى يصدر بتحديدها قرار من وزير التموين.
ويحدد القرار الكميات التى يستولى عليها من كل نوع ونمرة.
كما يحدد ما يخصص منها للتوزيع على مصانع نسج الأقمشة العادية وصناعة صيد الأسماك والأسعار التى تباع بها وما يخصص منها لغير ذلك من الأغراض والأسعار التى تباع بها.
