على كل مالك للحبوب وقت الحصاد أو حائز بأية صفة كانت للأرض التى أنتجتها أن يدلى فيما يتعلق بالأرض المزروعة من هذه الحبوب أو المقادير المحصودة بجميع البيانات التى يطلبها منه المندوبون المعينون لهذا الغرض قبل الحصاد أو بعده.
