يعاقب بالسجن المؤبد أو بالسجن المشدد الذى لا تقل مدته عن عشر سنين ، كل من حاول بالقوة أو العنف أو التهديد أو الترويع أو بغير ذلك من وسائل العمل الإرهابى قلب نظام الحكم أو تغيير دستور الدولة أو نظامها الجمهورى أو شكل الحكومة .
