ينشأ مجلس يسمى «المجلس القومى لحقوق الإنسان» يتبع مجلس الشورى ، ويهدف إلى تعزيز وتنمية حماية حقوق الإنسان ، وترسيخ قيمها ، ونشر الوعى بها ، والإسهام فى ضمان ممارستها .
وتكون للمجلس الشخصية الاعتبارية ، ويكون مقره الرئيسى فى مدينة القاهرة ، وله الحق فى فتح فروع وإنشاء مكاتب فى محافظات الجمهورية .
ويتمتع المجلس بالاستقلال فى ممارسة مهامه وأنشطته واختصاصاته .
