يضع وزير الداخلية بعد أخذ رأى مجلس إدارة الأكاديمية شروط قبول الطلاب الأجانب للدراسة بها ونظم الدراسة الخاصة بهم. ولا يفيدون من حكم المادة 8 من هذا القانون إلا فى الأحوال الخاصة التى يحددها وزير الداخلية.
وتحدد اللائحة الداخلية قيمة المصروفات الدراسية التى يلزمون بأدائها وكيفية الأداء، وتخصص حصيلتها للخدمات التعليمية بالأكاديمية.
