يلتزم مشغل الشبكة أو المرخص له بتوزيع الكهرباء بتنفيذ الخطة السنوية المقترحة منه
والتى يقرها الجهاز لتنفيذ مشروعات أو برامج موجهة إلى المستهلكين فى المجالات الآتية :
١ - إدارة الطلب على الطاقة الكهربائية .
٢ - تحسين كفاءة استخدام الطاقة الكهربائية .
٣ - الترويج لاستخدامات الطاقة المتجددة .
٤ - زيادة الوعى بكفاءة استخدام الطاقة .
ويتحقق الجهاز مما تم إنجازه من الخطة سنويا عند إصدار شهادة استمرار سريان الترخيص .
