يلتزم المرخص لهم بتوزيع الكهرباء ومشغل الشبكة بتغذية المشتركين غير المؤهلين
بالكهرباء على الجهود المختلفة داخل النطاق الجغرافى المحدد بالترخيص وطبقا للعقود
والتعريفة التى يقرها الجهاز ، وإذا حدد مجلس الوزراء تعريفة أقل من التعريفة المعتمدة
من الجهاز تلتزم الدولة بأداء الفرق بين التعريفتين للمرخص لهم ، وذلك وفقا للقواعد
والإجراءات التى تحددها اللائحة التنفيذية .
