يكون للجهاز موازنة مستقلة تعد على نمط موازنات الهيئات الاقتصادية ، وتبدأ
السنة المالية للجهاز مع بداية السنة المالية للدولة وتنتهى بنهايتها ، وتودع كافة حسابات
الجهاز فى حساب الخزانة الموحد فى البنك المركزى ، على أن يحتفظ الجهاز بنسبة (٢٥٪)
من الفائض المحقق سنويا ويرحل من سنة إلى أخرى .
