يختص الصندوق بما يأتى:
معاونة أجهزة الدولة فى إقامة مشروعات خدمية وتنموية، تطوير العشوائيات، الحد من ظاهرة أطفال الشوارع والمشردين، المشروعات متناهية الصغر، مشروعات البنية التحتية، مشروعات صغيرة للشباب، وغير ذلك من المشروعات التى تساهم فى دعم الموقف الاجتماعى والاقتصادى بالدولة.
إقامة مشروعات تنموية تقوم عليها شركات جديدة مملوكة ملكية تامة للصندوق أو يساهم فى رأس مالها طبقا للقواعد والضوابط التى يصدر بها قرار من رئيس مجلس الوزراء.
