يكون للصندوق مدير تنفيذى يصدر بتعيينه قرار من رئيس مجلس الوزراء بناء على اقتراح مجلس الأمناء، يتولى تنفيذ سياسة مجلس الأمناء، وتمثيل الصندوق أمام الغير وأمام القضاء وتتحدد اختصاصاته الأخرى بقرار يصدر من مجلس الأمناء.
ويلحق بالصندوق عدد كاف من العاملين الفنيين والإداريين لمعاونة المدير التنفيذى، ويجوز بناء على طلب مجلس الأمناء ندب العاملين بالدولة للعمل فى الصندوق لتقديم المعاونة اللازمة لأداء رسالته.
