يجرى اختيار المعلمين لفصول محو الأمية وتعليم الكبار من بين المدرسين وشباب الخريجين والمكلفين بالخدمة العامة والمتطوعين وغيرهم، وفقا للقواعد التى تضعها الهيئة وتنظيم الهيئة دورات تدريبية فى مجال محو الأمية وتعليم الكبار لهؤلاء المعلمين بالاتفاق مع الجهات المختصة.
وتضع الهيئة الشروط الواجب توافرها فيمن يلتحق بالدورات التدريبية.
