محو الأمية وتعليم الكبار واجب وطنى ومسئولية قومية وسياسية تلتزم بتنفيذه الوزارات ووحدات الادارة المحلية والهيئات العامة واتحاد الاذاعة والتليفزيون والشركات والأحزاب السياسية والتنظيمات الشعبية والاتحاد العام لنقابات العمال والنقابات والجمعيات وأصحاب الأعمال، وذلك وفقا للخطة العامة لمحو الأمية وتعليم الكبار وطبقا لأحكام هذا القانون.
