يشترط أن يكون النقيب وأحد الوكيلين من الحاصلين على مؤهل عال ، وأن يكون النقيب من الأعضاء الذين مضى على اشتغالهم بمهنة التربية والتعليم خمس عشرة سنة على الأقل .
ويكون انتخاب النقيب لمدة أربع سنوات ، ولا يجوز انتخابه أكثر من مرتين متتاليتين .
