تشكل نقابة فرعية فى كل محافظة عدا القاهرة والجيزة فيها أكثر من ثلاثين صحفيا مشتغلا ، بقرار من مجلس النقابة .
ويكون لهذه النقابات الفرعية الشخصية المعنوية فى حدود اختصاصها . ولمجلس النقابة للاعتبارات التى يقررها تكوين نقابة فرعية واحدة يشمل اختصاصها أكثر من محافظة .
