لمجلس النقابة إعفاء الصحفى من رسم الاشتراك لمدة سنة واحدة ، إذا وجدت أسباب قوية تبرر ذلك ، ويجوز تجديد الإعفاء سنويا متى ظلت الأسباب المشار إليها قائمة ، ولا يجوز الإعفاء من رسوم القيد .
