تقترح الوزارة المختصة الخطة الاستثمارية ، وتتضمن هذه الخطة وضع السياسات
الاستثمارية موضع التطبيق ، وأولويات مشروعات الاستثمار المستهدفة بما يتفق مع
السياسة العامة للدولة وخطة التنمية الاقتصادية والاجتماعية ، ونظم الاستثمار المطبقة .
ويتم إقرارها من المجلس الأعلى .
