تحصل مقدما جميع الرسوم المنصوص عليها في هذا القانون قبل اتخاذ أي إجراء مطلوب ، وبالنسبة للمحررات واجبة الشهر يراعى تحصيل الرسوم على عمليتي التوثيق والشهر معا سواء كان المحرر مطلوبا توثيقه أو التصديق على توقيعات ذوي الشأن فيه .
