فى جميع الأحوال تكون أراضى البحيرات والمساحات التى يتم تجفيفها مناطق استصلاح واستزراع ،
وتتولى الهيئة العامة مشروعات التعمير والتنمية الزراعية إدارة واستغلال والتصرف فى هذه الأراضى وفى
أراضى طرح النهر ، وتمارس سلطات المالك فى كل ما يتعلق بشئونها ، وبالتنسيق مع وزارة الأشغال
العامة والموارد المائية بالنسبة لأراضى طرح النهر .
