يجوز للشخص الطبيعى أو الاعتبارى الذى لم يبلغ حد التسجيل أن يتقدم إلى المصلحة لتسجيل اسمه وبياناته طبقا للشروط والأوضاع والإجراءات التى تحددها اللائحة التنفيذية ، ويعتبر فى حالة التسجيل من المكلفين المخاطبين بأحكام هذا القانون .
