يجوز لمجلس النقابة الإعفاء من رسم الاشتراك لأسباب قهرية يقدرها ، ويسرى هذا الإعفاء لسنة واحدة قابلة للتجديد إذا استمرت الأسباب المسوغة لذلك .
ولا يجوز إصدار قرارات الإعفاء خلال الثلاثة الأشهر السابقة على انتخاب أعضاء النقابة .
ويعتبر من أعفى من الوفاء بقيمة الاشتراك فى حكم من سدد الاشتراك فى تطبيق أحكام هذا القانون والنظام الداخلى للنقابة .
