ينشأ بقرار من مجلس النقابة بكل محافظة فيما عدا محافظة القاهرة نقابة فرعية إذا كان عدد الأعضاء فى [غير مقروء] لا يقل عن خمسمائة عضو فإذا لم يتوفر هذا العدد فى نطاق المحافظة يضم هؤلاء الأعضاء إلى أقرب نقابة فرعية لهم أو تنشأ نقابة فرعية خاصة بهم بقرار من مجلس النقابة وفقا للقواعد التى يحددها النظام الداخلى للنقابة .
وتلتزم النقابة الفرعية ومجلسها بتحقيق أهداف النقابة العامة فى نطاق اختصاصها ويبين النظام الداخلى للنقابة النظام المالى والإدارى والحسابى للنقابة الفرعية .
