لا تكون مداولات مجلس النقابة صحيحة إلا بحضور النقيب أو من يحل محله وحضور الأغلبية المطلقة لعدد أعضائه وتصدر قرارات المجلس بأغلبية الآراء فإذا تساوت يرجح رأى الجانب الذى منه النقيب .
