ينتخب أعضاء الجمعية العمومية النقيب وأعضاء مجلس النقابة على مستوى الجمهورية فى الموعد الذى يحدده مجلس النقابة فى وقت واحد بمقرها بالقاهرة وبمقار النقابات الفرعية وغيرها من أماكن التجمع الكبيرة لأعضاء النقابة فى المحافظات وذلك طبقا للأوضاع والإجراءات التى يحددها النظام الداخلى .
