تنشأ نقابة فرعية بقرار من مجلس النقابة فى كل محافظة يبلغ عدد الأعضاء فيها مائتى عضو على الأقل فإذا لم يبلغوا هذا العدد يجوز لمجلس النقابة أن يقرر الحاقهم بأقرب نقابة فرعية لهم أو إنشاء نقابة فرعية خاصة بهم طبقا للقواعد التى يحددها النظام الداخلى للنقابة .
