لا يكون انعقاد الجمعية العمومية للنقابة صحيحا إلا إذا حضر الاجتماع ربع الأعضاء على الأقل فإذا لم يكتمل العدد أجل الاجتماع أسبوعين ويكون اجتماع الجمعية العادية الثانى صحيحا إذا كان عدد الحاضرين ثلاثمائة عضو على الأقل وتكرر الدعوة حتى يكتمل هذا العدد . ولا يجوز للجمعية العمومية أن تنظر فى غير المسائل المدرجة فى جدول أعمالها .
