يجب على مجلس النقابة المؤقت المنصوص عليه فى المادة السابقة إعداد مشروع النظام الداخلى لها خلال ستين يوما من تاريخ العمل بهذا القانون ويصدر هذا النظام المؤقت بقرار من وزير الرى .
ويجب على هذا المجلس خلال الثلاثين يوما التالية تشكيل لجنة القيد فى جداول النقابة .
