مع عدم الإخلال بأحكام الاتفاقات الدولية النافذة في البلاد لا يجوز بغير ترخيص من قسم المرور المختص تسيير أية مركبة في الطريق العام ، ومنها دراجات الركوب وعربات اليد لا يجوز لأحد بغير ترخيص من القسم المذكور قيادة أية مركبة في الطريق العام .
ويقصد بقسم المرور المختص قسم المرور التابع لإدارة المرور فى المحافظة التى يوجد
بها محل إقامة طالب الترخيص .
