يتكون رأس مال الهيئة من :
(أ) المبالغ التى تخصص بقرار من رئيس الجمهورية من موارد خارج
موازنة الدولة لهذا الغرض .
(ب) الأموال التى تخصص لهذا الغرض فى موازنات الدولة والهيئات
العامة والمؤسسات العامة والوحدات الاقتصادية .
