تمارس الهيئة نشاطها مباشرة أو بواسطة ما يتبعها من الشركات التي يتكون منها قطاع الإنتاج الحربي وقت العمل بهذا القانون والمبينة بالكشف المرافق وكذلك الشركات المتخصصة التي ترى الهيئة إنشاءها لتنفيذ مشروعاتها أو بالمشاركة في الشركات أو الوحدات القائمة وذلك وفقا للقواعد التي يضعها مجلس الإدارة .
ويجوز أن يضم للهيئة شركات ووحدات إنتاجية أخرى يتصل نشاطها بنشاط الهيئة والشركات التابعة لها ويتم ذلك وفقا لأحكام القوانين السارية .
