يعاقب بالحبس من ستة أشهر إلى خمس سنوات وبغرامة من ١٠٠ جنيه إلى ٥٠٠ جنيه أو بإحدى هاتين العقوبتين كل من قام بغير إذن من الحكومة بجمع الجند ضد دولة أجنبية .
فإذا ترتب على ذلك قطع العلاقات السياسية تكون العقوبة السجن من ثلاث إلى عشر سنوات .
