كل من سعى من أرباب الوظائف العمومية وغيرهم بطريق الغش في إضرار أو تعطيل سهولة المزايدات المتعلقة بالحكومة يعاقب فضلا عن عزله بالحبس مدة لا تزيد على سنتين مع إلزامه بأن يدفع للحكومة بدل الخسائر التي نشأت عن فعله المذكور .
