فيما يتعلق بتطبيق المواد الثلاث السابقة يعد كالموظفين والمستخدمين العموميين جميع الأجراء الذين يشتغلون بأية صفة كانت فى خدمة الحكومة أو فى خدمة سلطة من السلطات الاقليمية أو البلدية أو القروية والأشخاص الذين يندبون لتأدية عمل معين من أعمال الحكومة أو السلطات المذكورة .
