يستبدل بالبندين ٢٨ ، ٣٠ من المادة الأولى من قرار رئيس الجمهورية رقم ٤٩٠ لسنة ١٩٧٦ المشار إليه البندان الآتيان :
٢٨ : قانون نظام العاملين المدنيين بالدولة الصادر بالقانون رقم ٤٧ لسنة ١٩٧٨ وذلك فيما عدا حكم المادة (٩٤) .
٣٠ : قانون نظام العاملين بالقطاع العام الصادر بالقانون رقم ٤٨ لسنة ١٩٧٨ وذلك فيما عدا حكم المادة (٩٦) .
