لا يجوز النقل من الوظائف الفنية المتوسطة والكتابية إلى وظائف أعضاء الرقابة ويجوز النقل من وظائف المستخدمين الخارجين عن هيئة [غير مقروء] إلى الوظائف الفنية المتوسطة إذا توافر في الشخص [غير مقروء] الشروط الواجب توافرها فيمن يعينون في هذه الوظائف .
