فى حالة وجود عجز فى ميزانية المعهد يسدد من الاحتياطى وعند عدم كفايته يقوم صاحب المعهد بسداد العجز، ويكون له الحق فى استرداد ما قام بسداده من الاحتياطى الذى يتكون فى الأعوام التالية.
