يحظر على كل من تعاقد على تمليك أو تأجير وحدات
سكنية قبل العمل بهذا القانون أو يتعاقد على ذلك بعد العمل به أن يتراخى
عمدا عن استكمال الوحدات المبيعة أو المؤجرة فى المواعيد المتفق عليها
أو يعمد إلى تعطيل الانتفاع بها واستعمالها فيما أعدت له من أغراض .
