يتولى مجلس القسم المختص مهمة اللجنة العلمية بالنسبة للمتقدمين لشغل وظيفة مدرس. وعند الاستحالة أو التعذر، تشكل اللجنة بقرار من رئيس الجامعة بعد أخذ رأى مجلس الكلية أو المعهد من ثلاثة أعضاء من الأساتذة أو الأساتذة المساعدين فى الجامعات الخاضعة لهذا القانون أو من المتخصصين من غيرهم.
