يكون لرئيس مجلس الدولة سلطة الوزير المنصوص
عنها فى القوانين واللوائح بالنسبة إلى العاملين من شاغلى الوظائف الإدارية
والكتابية .
كما يكون لأمين عام المجلس بالنسبة إلى هؤلاء سلطة وكيل الوزارة
أو رئيس المصلحة حسب الأحوال .
