على الناخب أن يبدى رأيه، فى الدوائر المخصصة للنظام الفردى باختيار عدد من المترشحين مساو لعدد المقاعد المقرر لكل دائرة، وفى الدوائر المخصصة لنظام القوائم باختيار إحدى القوائم.
ويجرى التصويت على القوائم فى بطاقة مستقلة فى ذات الوقت الذى يجرى فيه التصويت على النظام الفردى.
