تشكل فى كل محكمة استئناف محكمة أو أكثر لنظر قضايا الجنايات
وتؤلف كل منها من ثلاثة من مستشارى محكمة الاستئناف .
ويرأس محكمة الجنايات رئيس المحكمة أو أحد نوابه أو أحد رؤساء
الدوائر وعند الضرورة يجوز أن يرأسها أحد المستشارين بها
