يشترط فيمن يعين كاتبا الشروط الواجب توافرها وفقا للأحكام العامة للتوظف فى الحكومة عدا شرط الامتحان المقرر لشغل الوظيفة . وعلى ألا يقل المؤهل عند التعيين عن شهادة الثانوية العامة أو ما يعادلها .
