يعين لمحكمة النقض ولكل محكمة استئناف وكل محكمة ابتدائية كبير كتاب ووكيل له وعدد كاف من رؤساء الأقلام والكتاب والمترجمين .
ويعين لكل محكمة ابتدائية كبير محضرين وعدد كاف من المحضرين .
ويلحق بكل محكمة عدد كاف من النساخين والفرازين والطباعين والحجاب والسعاة والفراشين والبستانيين وغيرهم من العاملين .
