يكون التعيين فى وظيفة ملحق حسب ترتيب النجاح فى امتحان المسابقة الذى يحدد وزير الخارجية بقرار منه موعد إجرائه ومكان انعقاده وشروطه ومواده ونسبة النجاح فيه ، ويعلن عن هذا الامتحان فى إحدى الصحف اليومية قبل موعد انعقاده بثلاثين يوما على الأقل كما يعين وزير الخارجية أعضاء اللجنة التى تجريه . ويسقط حق من لم يدركه الدور فى التعيين بمضى سنة من تاريخ إعلان نتيجة امتحان المسابقة .
