يشترط للترقية بالأقدمية قضاء المرشح للترقية بالمدد الآتية :
ثلاث سنوات للترقية إلى درجة سكرتير ثالث .
ثلاث سنوات للترقية إلى درجة سكرتير ثان .
أربع سنوات للترقية إلى درجة سكرتير أول .
أربع سنوات للترقية إلى درجة مستشار .
