يخطر عضو السلك بصورة من تقرير كفايته فور اعتماده وله أن يتظلم منه خلال شهر من تاريخ إخطاره ويقدم التظلم إلى لجنة تشكل بقرار من وزير الخارجية برئاسة أحد السفراء وعضوية أربعة من أعضاء السلك لا تقل درجتهم عن وزير مفوض ممن لم يشتركوا فى وضع التقرير ، ويفصل فى التظلم بقرار نهائى خلال ستين يوما من تاريخ تقديمه إلى اللجنة ويعتبر التقرير نهائيا بعد انقضاء ميعاد التظلم أو البت فيه .
